All,

Let's not allow the announcement about Direct TV via BPL get out of
proportion.  Obviously, neither I nor the rest of the ARRL Board are far
from enamored with certain forms of BPL; however, let us keep any objection
rational.  There is no basis in fact to object to all forms of BPL.  Our
objection and the ARRL fight over BPL is specifically limited to
interference some improperly-engineered and operated BPL systems produce on
Amateur Radio and public service frequencies.

Where there is no interference, we have basis to object.  To keep the record
straight, ARRL does not object to BPL as such.  It objects to and is
fighting hard against interference caused by interference-causing BPL
systems.  Finally, we have taken the FCC to Federal Court over recent rules
for BPL that give QRMing non-broadcast (part 15) BPL providers advantage
over licensed public safety, etc and amateur operations.

Regarding the Direct TV effort, it is significant that the agreement they
entered is with Current Technology.  Current is the system CG&E (now Duke)
operates.  There has been no indication through the past years that this
system causes interference here or elsewhere.  A number of people around
here are keeping a close "ear" on the local system as part of an ongoing
effort Section Manager Joe Phillips, K8QOE initiated.

What is different about the Direct TV/Current Technologies BPL proposal?  It
merely puts two, clean, successful systems together in what can be expected
to be an uneventful "marriage."  Direct TV does not cause QRM to our or
public service frequencies.  Current Technologies BPL similarly does not
cause interference to these same frequencies.  Linking a non-interfering
satellite TV system with a non-interfering BPL system should be the same as
adding 0 to 0 to equal 0.

Even so, we should remain on our toes to see if anything happens when (or
if) Current begins to carry Direct TV.

Please do not go off on witch hunts where witches don't exist.  Complaining
about systems that do not cause problems is a sure way for us to lose
credibility for times when interference actually exists and we need to
complain.
